Online Showcase: A New Approach to Whole Home Performance to Strengthen Communities

Many governments and their partners encounter substantial challenges to scale the impact and production of home repair, weatherization, accessibility, and lead remediation programs. These “whole home” approaches are viewed as the ideal comprehensive delivery, but many programs have struggled to secure consistent financial support.
A new partnership with the federal Department of Housing and Urban Development and Capital Access is leveraging funding from the Community Development Block Grant program and energy rebate programs.
This lunchtime session takes a detailed look at this fresh approach to whole home challenges. This innovative financing structure – called CAPGEMS WHP – changes the game for communities and lenders alike.
The HUD-Capital Access partnership is rolling out a pilot project in three cities to ramp up this approach with the theme: “One Project, One GC and One Coordinated Capital Stack” so that homeowners benefit from Whole Home Performance.
Capital Access’s Founder and Chief Executive Officer, Jeremy Newberg, will walk highlight the program structure and budding success on the ground. As a HUD Technical Assistance Provider, Mr. Newberg has a 32-year track record of aligning community needs with client-centered program design and operations that comply with federal, state, and local government program requirements. Joe Nunley, Partner at Green Energy Economics Group, provides insight from his career and current work designing whole home programs.
