Municipal Support Series: Listening, Learning, & Leading Locally in Times of Uncertainty
December 9, 2025, 12 pm
How can municipalities forge a path ahead in times of federal and state policy uncertainty?
Hosts the Energy Efficiency Alliance (EEA), CONNECT, SWPA Municipal Project Hub, and the Steel Valley Council of Governments guided fireside chat amongst state and local government administrators—learning from our neighbors’ experiences in navigating times of federal instability—and then transitioned into an activity and discussion amongst event facilitators, presenters, and audience members.
Speakers:
Lisa Franklin-Robinson, President, North Braddock Borough Council
John Fournier, County Manager, Allegheny County
Kyle Kopko, Executive Director, County Commissioners Association of Pennsylvania
About the Municipal Support Series
Rapid policy changes at the federal level are and will continue to impact the operations of many local governments in Pennsylvania.
Understanding these changes and feeling confident in how to respond can be challenging to do alone, which is why we at the Energy Efficiency Alliance (EEA), CONNECT, SWPA Municipal Project Hub, and the Steel Valley Council of Governments kicked off the Municipal Support Series to help municipalities navigate this turbulent time.
Our first educational webinar, “Helping Municipalities Unpack HR1 and Continue Investing in Resilient Solutions” (recording available here), helped equip municipal employees with valuable information on how the One Big Beautiful Bill will impact projects, budgets, and other municipal operations and initiatives.
Our third event of the series at the end of January—led by collaborators at CONNECT—will use gathered insights to plan for scenarios, decrease ambiguity, and empower you to take action.
