Helping Municipalities Unpack HR1 & Continue Investing in Resilient Solutions

August 26, 2025, 10 am

The recent passage of H.R.1 – the “One Big Beautiful Bill” – by the U.S. Congress carries significant, cascading implications for a range of funding programs, grants and tax credits.

It is critical that Municipal and County officials and staff know how this impacts their projects and plans.

This is why the Energy Efficiency Alliance, SWPA Hub, CONNECT, PA Solar Center, Tri-COG Land Bank, and Sustainable Pittsburgh co-hosted an informational webinar on Tuesday August 26th from 10:00-11:30am to help unpack the answers to municipalities’ most pressing questions.

This webinar will kick off a series of educational events on the range of impacts of HR1, which will equip municipalities with the information and resources they need to succeed. Some questions we’ll be answering during this event include:

  • What are the changes to the “direct pay” tax credit program that was open to government entities?
  • Which funding is going away?
  • When must projects “commence construction” and why is that so critical to preserve funding?
  • What are the “FEOC” Foreign Entities of Concern provisions, and how does that affect your county or municipality?
  • What funding is vulnerable and what is now unavailable?
  • What can I still do?
