Carolyn Sloan
Manager of Regulatory Affairs & Market Development
Oracle Energy and Water
Carolyn is a Manager of Regulatory Affairs & Market Development at Oracle Energy & Water. She works within the Opower line of business, engaging with utilities, regulators and stakeholders across the MidAtlantic to support behavioral energy efficiency, demand response, and customer engagement programs. Prior to her position with Oracle, Carolyn worked on federal clean air and climate issues for the Business Council of Sustainable Energy and was a policy fellow with the US Senate Committee on Energy and Natural Resources. A graduate of the College of William and Mary, she also holds a JD from the University of Richmond School of Law. Carolyn lives in Washington, DC, and is an avid Caps fan.

Joe Nunley
Managing Consultant
Green Energy Economics Group
Joe Nunley is a Managing Consultant for Green Energy Economics Group (GEEG). In this role, he is responsible for designing new energy efficiency portfolios, analyzing existing energy efficiency programs and portfolios, performing management consulting for home performance contractors, and continuous improvement process of existing program designs. Prior to joining GEEG, Joe served as the Vice President of Program Services at PSD. In this role Joe led the PSD Program Services Division, which implements Residential, Commercial, and Energy Code Programs throughout the Northeast, Mid-Atlantic, and Midwest. Joe has been in the EE field for 15 years. Prior to joining PSD, he was an Energy Efficiency and Conservation Senior Analyst with UGI Utilities, where he was responsible for managing the commercial and residential natural gas Energy Efficiency and Conservation Programs. Joe was also responsible for emerging technologies, customer satisfaction, and trade ally relations. Joe previously worked as an Energy Efficiency Trade Ally Manager with Puget Sound Energy in Seattle, WA. Prior to that position, Joe spent eight years as the owner of a Harrisburg, PA energy auditing firm, focusing on Utility Low-Income Weatherization Programs, and residential and small commercial energy audits. Rooted in a deep love for building science, Joe is an Association of Energy Engineers (AEE) Certified Energy Manager (CEM) as well as a Building Performance Institute (BPI) Certified Building Analyst.

Ben Adams
Vice President – Program & Strategic Development
MaGrann Associates
Ben is responsible for the identification and development of new services at MaGrann Associates, and supports program design for state and utility sponsored energy efficiency initiatives.
With 30 years in residential single and multi-family deployment, his experience ranges from low income retrofit to new construction and green building certification programs. Most recently, he has been focusing on integration of Internet of Things technologies into smart homes and buildings.
Ben sat on the RESNET Board of Directors from 2002 through 2016, was a Board Director of Affordable Comfort (now Building Performance Association) for 14 years, and was a founding Board member of both the Keystone Energy Efficiency Alliance (KEEA) and the Northeast HERS Alliance. He is a frequent advocate for residential energy efficiency issues, particularly related to whole-building approaches.
Ben began his career in energy efficiency at the New Zealand Ministry of Energy in 1982. He has an MBA from Drexel University and a B.S. from the University of Canterbury. He is a past president of his local food co-op, and in his spare time he is an avid road cyclist.

Julie de Seve

Julie de Seve has been involved in energy efficiency programs for over a decade, first at Conservation Services Group and is now with CLEAResult. In NJ, Julie successfully led multiple NJ Clean Energy residential program initiatives including Home Performance with ENERGY STAR® as well as HVAC and ENERGY STAR products rebate programs. Currently, Julie leads a suite of energy efficiency residential programs in the region. She manages a team of local employees as well as a group of subcontractors to deliver these programs which includes Specialty Lighting, Energy Efficient Homes, RAD compliant Appliance Recycling and Student Education. Julie resides in NJ and manages the Residential Portfolio out of CLEAResult’s office in Allentown, PA.
Alon Abramson

Philadelphia Energy Authority
Alon Abramson is Director of Residential Programs at the Philadelphia Energy Authority where he administers residential energy efficiency and renewable energy programming. Alon oversees Solarize Philly, the nation’s largest solarize program to help all Philadelphians go solar, as well as Built to Last, a nationally-recognized program that delivers holistic home improvements to low-income homeowners by layering together existing improvement, health, and energy efficiency services. Alon’s work is aligned with the Philadelphia Energy Authority’s mission to leverage energy as a tool for real social impact by improving the environment, reducing utility costs, and creating jobs

Marcus Hall
Director of Workforce Operations
Philadelphia Works
Marcus Hall joined Philadelphia Works on September 6, 2022, as the Director of Workforce Operations in the Operations & Data Business Unit. He is responsible for driving strategy to ensure the maximum effectiveness, efficiency, and quality of the operations of the adult and youth systems and other employment initiatives in the context of Philadelphia Works’ roles as Workforce Development Board. Job duties include supervision of management level staff, oversight of contract management, and leading program development and evaluation. This role will also be expected to represent the organization with stakeholders at the city, state, and federal levels.
Prior to joining Philadelphia Works, Marcus worked as Director of Workforce Development for Beyond Literacy. In this role, Marcus was responsible for developing the workforce development strategy that aligned with experiences of active job seeking adult learners, building the financial and personnel capacity of strategic initiatives and establishing creative pipelines to training and employment opportunities for adult learners. Marcus formed the Keystone Energy Employment Pipeline program, a $1M multi-layered initiative that established career pathways for adult learners attempting to enter the Energy and Utility industry.
Marcus earned his B.A. from Morehouse College in Atlanta, GA, and has an MBA in Data Analytics from Saint Joseph’s University in Philadelphia, PA.
